Proposition 13: A $15 billion school bond proposal

As the March 3 ballot draws near, California voters are eyeing to vote for the implementation of Proposition 13.

On March 3, 2020, the state of California will vote for one statewide policy, where Proposition 13 is an obvious crowd favorite.
Under the Proposition 13 policy, an estimated $15 billion bond funding is expected to be shed out for this program. The funding will help improve educational institutions in California from preschool to college.
There will be slight changes in budget allocation per school in the state, regulations for school district assessments will be included in the policy. Out of the $15 billion budget allocation, 60 percent would go to preschool and K-12 programs.
Six billion dollars will be divided equally into three different institutions of allocations, namely, the University of California and Hastings College of the Law, the California State University, and to other community colleges in California. The primary target of the budget allocation in universities is the availability of affordable student housing.
Funding for school districts will be assessed based on population, actual district budget for education institutions, environmental risks, and renovations to be prioritized. Proposition regulations also prohibit the increase in developer fees on residential areas within 0.8 kilometers from a major school transportation stop.

The current proposition is in a good run both in the Senate and the House of Representatives. Democrat senators are in full support of the proposition while 55 percent of Republicans are also in favor. In the House of Representatives, Democrats still at 100 percent support and 94 percent of Republicans are also in favor.
Governor Gavin Newson authored the legislation for the proposition back in October 2019. Newsom was also a member of the campaign committee for Yes on Prop 13, a campaign initiated by the Californians for Safe School and Healthy Leaning.
The provisions under the new proposition will prioritize projects with a significant impact on the health and safety of students. As for reconstruction plans, the first on the list of consideration for budget allotment are projects with a project labor agreement and workers that belong to a certified union.
