Capitol’s Paglaum Scholarship new requirements might deprive scholars of the grants for 2020 – 2021 academic year.
Capitol’s Paglaum Scholarship
The Paglaum Scholarship is the precept of Agnes Magpale, the former Vice Governor. The scholarship was established in 2016 and is supervised by the Provincial Women’s Commission.
The Capitol’s Paglaum Scholarship beneficiaries get P1,500 monthly as students of a state-run institute. If the academic programs of the recipients are only available in private institutions, then an additional P10,000 is awarded as a tuition subsidy.
Capitol’s Paglaum Scholarship new requirements
In addition to the current qualifications for Capitol’s Paglaum Scholarship, scholars are expected to have graduated from senior high school with honors.
With these new requirements, over 1,500 beneficiaries of Capitol’s Paglaum Scholarship will forfeit their awards for the 2020-2021 academic section.
The present recipients of the Capitol’s Paglaum scholarship are either indigents, victims of violence, orphans, children of drug dependents, solo parents, or are coming from dysfunctional families. These descriptions don’t satisfy all the requirements for the scholarship, which now includes graduating with honors from senior secondary school.
The fate of Capitol’s Paglaum Scholarship recipients
Following the new requirements for Capitol’s Paglaum Scholarship, the supposed beneficiaries are disqualified from the award.
A Provincial Board Member, Christopher Baricuatro, said that the scholarship beneficiaries would proceed to search for other grants from private and government organizations. This is necessary since they no longer qualify for the Capitol’s Paglaum Scholarship. In an interview on October 2nd, at Cebuano, the Province member explained in his words:
(The) existing, they can still avail (of) scholarships (from) government but not (from the) province. (There are others) like CHEd [Commission on Higher Education] (that has a lot of) slots available. (They can longer be) accommodate(d) (by the) province (since we now have) CPGifts, (one) of the requirements (of which) is that (they have to be in) first year.
CPGifts are similar to that of Capitol’s Paglaum Scholarship
Also, the Province member expressed plans to oust the Paglaum Scholarship and other academic assistance of the Capitol with Cebu Province Grants (CPGifts) for tertiary students.
The requirements for CPGifts are similar to that of the Paglaum Scholarship. Aside from graduating with honors from senior secondary school, awardees must be a freshman in college and maintain an average performance of 85 percent every semester.
The replacement of the Paglaum Scholarship with CPGifts has already scaled through the first reading. The first reading was passed on September 30th during the 15th Sangguniang Panlalawigan’s out of town session in Bantayan town.
If CPGifts gains approval after the second reading scheduled for October 7th, it will kick-start in the next academic session; 2020-2021. A total of P15 million is set aside for the 2020 scholarship budget and 100 scholars will benefit from each of the seven congressional districts, making a total of 700 beneficiaries.
